In an online search, I found prices for cigarettes are all over the board with England, Norway, and France among the most expensive: In Britain, where the taxes run high, cigarettes cost about $8.60 a pack, and more than 7 euros in Norway. The price in France ranges between 4.50 and 5 euros (due to three tax increases aimed at curbing a habit that causes about 66,000 avoidable deaths a year there).

Online sources put the price of a pack at 3.60 euros in Germany (but prices are expected to rise 20 cents by the end of the year), 2.50 euros in Spain, 2.85 in Luxembourg, 3.70 euros in Belgium, as a random sample. Recent entries to the EU still have lower prices: In Poland and Lithuania, for example, a packet costs about 1.50 euros and 1 euro, respectively.
