Yes, you can transfer miles into a relative's account, however it comes with a cost. Generally, airlines charge a processing fee ranging from $15 to $25, and up to $.01 per mile. In addition, most airlines have an annual transfer limit of 15,000 to 50,000 miles.
If you're transferring miles with intent to give someone a free award ticket for a relative, the cheaper alternative is to issue an award ticket from your account in the person's name. If your goal is to build miles in another person's account then you need to weigh the cost to the benefit.
