I am moving to another country permanently and have a lot of clothing which luggage would I need.

Luggage choice is so personal and your needs so specific, that you may be better off shipping a large trunk or several boxes. I’m not an expert in packing and shipping and I don’t know how much clothing you have, so I suggest you contact a couple of freight companies and comparison shop for what your needs are.
Be prepared to describe the contents of what you’re planning to ship and the approximate weight. Ask them for hints and suggestions for shipping the least expensive but most protective way, and ask them about insurance. For online comparisons, try some of these sites:
