California isn’t the only place teetering on the edge of a major power failure. Brazil is suffering from an extended drought and faces four-hour blackouts beginning June 1. More than 90 percent of the country’s electricity comes from hydropower, and after a series of dry summers reservoirs are at an all-time low. Brazilians fear an increase in crime on darkened streets and worry about disruption at hospital facilities.
