Citing ongoing threats of kidnapping of Americans and the Oct. 28 assassination of U.S. diplomat Laurence Foley, the State Department has authorized the departure of non-emergency personnel and advises Americans to take prudent measures to ensure their security. This move will not reduce U.S. Embassy services.
