In the aftermath of kidnappings by Philippine guerrillas, more than 700 soldiers have been deployed to protect 13 resort islands off the coast of Borneo’s Sabah state. The navy planned to increase from seven to twenty the number of ships patrolling the seas between Borneo and the southern Philippines. The moves are an effort to stop incursions by rebels from the Philippines, but even military authorities admit that it’s impossible to patrol every island and inlet here.
